With the Sembawang Town Council as an example, students will learn about the Town Council's organisational structure, its roles and responsibilities, the day-to-day operations, and the challenges faced by Town Councils. Through a visit to our estates, students will get a glimpse of what goes into maintaining a Town - the routine maintenance, cyclical and improvement works, Essential Maintenance Services, and Upgrading Programmes.
With a deeper understanding of the work involved in building and maintaining a pleasant living environment, students will be able to play a more active role as responsible residents of their Town.

The function of the Town Council is to manage and improve the common properties of the Housing Development Board's residential flats, markets and food centres, and commercial properties within the Town.
The highlight of the Learning Programme is the visit to the Estates under the jurisdiction of the Sembawang Town Council. There, students will get to visit blocks which are undergoing and have completed Upgrading Programmes and other Improvement works.
Students will also go on a block tour to view the routine maintenance work required to maintain the block facilities and basic cleanliness. A walk around the block will illustrate the issues that result from anti-social behaviour of residents such as vandalism, obstruction, and killer-litter.
Lastly, students will have an opportunity to gain a better understanding of Landscaping and Horticulture work through a visit to the Neighbourhood Parks of our Town.
